President Sebastian Piñera appears to have put himself into a classic bind, promising different things to two opposing groups, and perhaps satisfying no one.

Catholic Church leaders two weeks ago met with President Piñera to officially propose special pardons in 2010 as part of the nation’s bicentennial celebrations. There are currently 107, 269 people incarcerated in Chile – 95, 363 men and 11, 906 women.
