Como una “expresión de voluntad política y del gran momento que viven las relación bilateral”, calificó el Ministro de Relaciones Exteriores, Heraldo Muñoz, la Reunión del Mecanismo 2+2 entre Chile y Argentina, que se realizó hoy en el Palacio San Martín de Buenos Aires. En dicho encuentro, además del Secretario de Estado, participó el Ministro de Defensa José Antonio Gómez, la Canciller de Argentina, Susana Malcorra y el Ministro de Defensa argentino, Julio Martínez.
La Reunión del Mecanismo 2+2 es fruto del nivel de confianza mutua adquirida entre ambos países en materias de seguridad, defensa y política exterior. Durante la cita las autoridades destacaron el buen estado de la relación bilateral y las convergencias que permiten proyectar un fructífero camino conjunto.
Entre los temas tratados, que dan cuenta de la diversidad de aspectos que unen a estas dos naciones, se destacó la reactivación del Consejo Empresarial Argentino-Chileno; la próxima entrada en vigencia del Convenio de Doble Tributación entre ambos países; y el inicio del proceso de precalificación que culminará con la construcción del Túnel de Agua Negra, que conectará a la región argentina de San Juan con la región de Coquimbo. “Hemos avanzado de manera concreta, no retórica”, afirmó el Ministro Muñoz al término del encuentro.
La instancia además sirvió como una suerte de preparación para la reunión binacional de Ministros que se llevará a cabo el 15 y 16 de diciembre en Buenos Aires y que será encabezada por los presidentes de ambas naciones.
Cabe destacar que la última realización de una reunión 2+2 en Argentina fue el 2011, por lo que el Canciller resaltó que su concreción ahora refleja el buen momento actual entre ambos países. “Hay voluntad política de profundizar las relaciones bilaterales. Habían pasado muchos años desde la última realización de este mecanismo 2+2 y nos pareció que en el cronograma de profundización de las relaciones bilaterales esta era una tarea pendiente y creo que ha sido muy oportuno que lo hayamos hecho ahora”, afirmó. “Es una expresión de la voluntad clara que tiene el Presidente Macri como la Presidenta Bachelet de profundizar las relaciones el ámbito de la defensa y de las relaciones exteriores”, agregó.
Constitución del Foro de Diálogo Estratégico Argentina-Chile.
Durante la jornada de hoy el Ministro Muñoz y la Canciller Malcorra encabezaron la constitución formal del Foro de Dialogo y Reflexión Estratégico Argentina- Chile, cuyo objetivo es pensar y proyectar la relación bilateral en el mediano y largo plazo a fin de identificar los temas que definirán la agenda bilateral al año 2030.
El Foro contará con un grupo de representantes permanentes provenientes del sector estatal, ámbito privado, sociedad civil y ámbito académico, y un representante oficial por cada Cancillería que actuará en calidad de Coordinador.
El Ministro explicó que lo que se busca con esta iniciativa “es pensar a largo plazo la relación bilateral, en todos sus aspectos”. Al respecto, enumeró algunos avances concretos en la relación bilateral. “Hemos comenzado a exportar electricidad por el norte y gas licuado a Argentina; hemos ido construyendo corredores bioceánicos que nos conectan además con otros países vecinos como Paraguay y Brasil”, indicó.
