But only 10% of the accused have previous criminal records Concepción police chief Hermes Soto reported this week that 145 people in the Concepción area have been arrested for their involvement in looting following the February 27 earthquake, and 98 percent of them are still being detained. This brings the total number of looters arrested in the Bio-Bio Region to 168.
